मालदीव के हमारे विशिष्ट मित्र,
सहयोगी,
नमस्कार।
राष्ट्रपति सालेह, आपके साथ जुड़ने में हमेशा आनंद आता है। आप और मालदीव की जनता हमारे हृद्य और मस्तिष्क में हमेशा रहते हैं।
पिछले दिनों ट्रेड इंटरसेप्टर मनाई गई आपके कार्यकाल की पहली वर्षगांठ पर मैं आपको बधाई देना चाहूंगा। मालदीव में यह वर्ष लोकतंत्र तथा विकास के लिए शानदार वर्ष रहा है। भारत-मालदीव संबंधों के लिए भी यह वर्ष महत्वपूर्ण रहा है।
मेरी सरकार की “पड़ोसी पहले” तथा आपकी सरकार की “भारत पहले” की नीतियों ने सभी क्षेत्रों में हमारे द्विपक्षीय सहयोग को मजबूत बनाया है। हमारे निर्णयों को लागू किये जाने से मालदीव की अर्थव्यवस्था, आधारभूत संरचना तथा क्षमता सृजन के विकास को बढ़ावा मिला है।
यह महत्वपूर्ण है कि यह प्रगति मालदीव की प्राथमिकताओं तथा आवश्यकताओं के क्षेत्रों में हासिल की गई है।
आज “मेड इन इंडिया” फास्ट इंटरसेप्टर क्राफ्ट अधिकारिक रूप से आप के तट रक्षक को सौंपा गया। इस अग्रणी जहाज का निर्माण हमारे गृह राज्य गुजरात में एलएंडटी द्वारा किया गया है। इससे मालदीव की समुद्री सुरक्षा बढ़ाने तथा आपकी नीली अर्थव्यवस्था और पर्यटन को प्रोत्साहित करने में मदद मिलेगी। मुझे यह बताते हुए खुशी है कि इस निगरानी जहाज का नाम “कामयाब” रखा गया है, जिसका अर्थ धीवेही और हिंदी में सफलता है।
महामहिम,
मैं अड्डू के विकास को आपकी सरकार द्वारा दिए जा रहे महत्व की याद दिलाता हूं। द्वीप के समुदायों की आजीविका को समर्थन देने के लिए उच्च प्रभाव समुदाय विकास परियोजनाओं के माध्यम से साझेदारी करने में भारत को प्रसन्नता है।
मित्रों,
हमारे देनों देशों के बीच घनिष्ठ संबंधों का एक महत्वपूर्ण पहलू जन-जन के बीच संपर्क है। मालदीव आने वाले भारतीय पर्यटकों की संख्या दोगुनी से भी अधिक हो गई है। भारत पांचवे से दूसरे स्थान पर पहुंच गया है। इस सप्ताह दिल्ली-मुम्बई तथा बैंगलुरू से सीधी उड़ाने शुरू हुई हैं।
रूपे भुगतान व्यवस्था से मालदीव की यात्रा करने वाले भारतीयों को और अधिक सुगम्यता होगी। मुझे खुशी है कि बैंक ऑफ मालदीव के माध्यम से इसे लॉन्च किया गया है।
महामहिम,
हमने आज मालदीव की जनता को एलईडी स्ट्रीट लाइटिंग समर्पित किया। मालदीव के लोगों के लिए पर्यावरण अनुकूल रोशनी का लाभ पहुंचाने में भारत को खुशी है। मालदीव के लोग 80 प्रतिशत लागत बचत करेंगे।
महामहिम, हम हुलहुलमाले में एक कैंसर अस्पताल तथा एक क्रिकेट स्टेडियम बनाने का काम भी कर रहे हैं।
मुझे बताया गया है कि 34 द्वीपों में जल और स्वच्छता परियोजनाएं तथा अड्डू में उद्धार कार्य शीघ्र प्रारंभ होगा।
आने वाले वर्षों में भारतीय सहायता के अंतर्गत परियोजनाएं मालदीव के लोगों के लिए और अधिक लाभ लायेंगी। भारत एक घनिष्ठ मित्र तथा समुद्री पड़ोसी के रूप में लोकतंत्र और विकास के लिए मालदीव के साथ साझेदारी जारी रखने के लिए संकल्पबद्ध है। हम हिंद महासागर क्षेत्र में शांति और पारस्परिक सुरक्षा के लिए अपना सहयोग भी बढ़ाएंगे।
